The name of the card is Hanged Man.
As you can see in the picture there is a man who is suspended by one foot from a cord stretched between two trees. His pose is a relaxed one and his expressions are unconcerned. His hands are free indicating a will which he is not exercising.
The position he has put himself in is uneasy and yet he is not doing anything about it.

Meaning.

It is about such situations in life where we sometimes manipulate or get manipulated by sheer ignorance. We must do and take a stand to come out of it, even if we are alone.
